If you're planning an HMO conversion or you've recently completed one, a Professional Consultants Certificate is likely to come up at some point. It tends to surface when you're applying for a buy-to-let mortgage, trying to refinance, or selling the property. The sooner you're prepared for it, the less disruption it causes.

Why HMO conversions trigger the PCC question

When a property goes through significant structural conversion, lenders treat it similarly to a newly built property. Creating an HMO often involves building work that falls into this category: structural changes, change of use, new bathrooms and kitchens, building regulations sign-offs. When that work was done in the last six years, most buy-to-let lenders want to see that it was done properly.

How do you know if your conversion needs a PCC?

As a rough guide, if your HMO conversion involved any of the following, a PCC is likely to be needed:

  • Removing or adding walls or structural elements
  • A formal change of use (C3 to C4 or Sui Generis HMO)
  • Extensions, roof changes, or new floors
  • Building regulations approval being required and granted
A useful rule of thumb: if building control was involved in the conversion, assume your lender is going to want certification.

HMO mortgages and the specialist lender pool

HMO mortgages are already more niche than standard buy-to-let. The pool of willing lenders is smaller, and their criteria tend to be more detailed. That means certification questions come up more often, and missing documentation can cause applications to stall.   • For a house in multiple occupation where units aren't self-contained, one PCC for the property as a whole is usually right.
  • For a conversion into self-contained flats, one PCC per flat is typically what's needed.
